You can not drive with your Certificate of completion. It only proves that you have completed the written portion of the driving education course.
You must take your certificate to the DPS to acquire the learner's permit to legally drive on the road.
However, you can only use your permit to drive with a passenger above 21 years old that has a license. You must pass your road test to obtain a driver's license to legally drive by yourself.
