Getting your Texas learner’s permit is one of the most exciting milestones in a teen’s life. It opens the door to new independence, freedom, and real-world responsibility. But before you can hit the road, you’ll need to understand the step-by-step process and prepare the right way. Let’s break it down.

Texas Learner’s Permit Requirements

In Texas, you can apply for a learner’s permit once you turn 15. However, your parent or legal guardian must approve your application and accompany you to the Department of Public Safety (DPS).

One of the most important requirements is completing a 32-hour Texas drivers education course. A provider like Get Drivers Ed offers convenient online options that are approved by the state and tailored for busy students. This course helps you build a strong foundation of driving laws, safety tips, and road sign knowledge—essential for passing your permit test.

Types of Driver’s Education in Texas

Online drivers education through a certified provider
Parent-Taught Driver Education (PTDE) with approved curriculum
Classroom instruction through a local public school (if available)

Steps to Get a Learner’s Permit in Texas

Step 1: Complete a State-Approved Course

Start by enrolling in a state-approved drivers ed program. Get Drivers Ed offers flexible options that allow you to study at your own pace on your phone, tablet, or laptop.

Step 2: Pass the Written Exam

The Texas written test has 30 multiple-choice questions focused on traffic laws, road signs, and safe driving practices. You must answer at least 21 correctly to pass (70%).

Tip: Many online courses, like those from Get Drivers Ed, include exam prep and practice tests that simulate the real thing.

Step 3: Gather Required Documents

You’ll need the following for your visit to the DPS:

Driver’s ed certificate (DE-964 for online or PTDE)
Completed DL-14A application form with guardian signature
VOE form (Verification of Enrollment from your school)
Proof of residency (2 documents)
Proof of Social Security number

Step 4: Visit the DPS

Once your documents are ready, schedule an appointment with your local DPS office. While walk-ins are allowed, an appointment will save you time. At the DPS, you’ll:

Submit documents
Provide your signature, photo, and thumbprint
Take a vision exam
Pay the $16 fee

Step 5: Receive Your Learner’s Permit

Once you pass the written test and meet all other requirements, you’ll receive a temporary paper permit. Your actual permit will arrive by mail in 2–3 weeks. Double-check the information for accuracy before you leave the office.

Restrictions on a Texas Learner’s Permit

Holding a learner’s permit gives you driving privileges—but with limitations:

You must drive with a licensed driver age 21+ in the front seat.
You are not allowed to use a wireless device while driving—not even hands-free (unless in an emergency).

These rules are designed to help teen drivers gain safe, supervised experience before advancing.

What Comes Next: Provisional Driver’s License

Eligibility for Provisional License

If you’re 16 or 17 and have:

Held your learner’s permit for at least six months
Completed 7 hours of in-car observation
Completed 7 hours of in-car instruction
Logged 30 hours of behind-the-wheel driving practice (10 hours at night)
Completed the Impact Texas Teen Driver Program
Maintained a clean driving record

Then you're eligible to apply for your provisional license.

Provisional License Restrictions

With your provisional license, you can drive solo—but still face limitations:

Only one non-family passenger under 21 is allowed.
No driving between midnight and 5 a.m., unless it’s for work, school, or an emergency.
Cell phones and wireless devices remain prohibited.

Once you turn 18—or after holding a provisional license for one year—these restrictions are lifted.
